This is an original 1922 sepia rotogravure of the mayor of Jerusalem with the White Flag party. The caption writes, "The mayor of Jerusalem (carrying a cane) with the White Flag party which surrendered the Holy City after it had been in the possession of the Turks for centuries. They were met by the two British outposts here shown, who escorted them to the British headquarters."
