This is an original 1922 sepia rotogravure of French regiments at the Rhine river, and entering Düsseldorf, Germany (Deutschland). The top image is of Moroccan troops under the French army's General Modelon. They are seen dipping their standard ten days after the armistice into the water as a symbol of their victory. The statue seen in the bottom image is of Otto von Bismarck, the statesman known for uniting Germany. Flanked on his sides are two statues, Wehrstand and Industrie.
