This is an original 1939 promotional ad for the 1940 film "The Ramparts We Watch," produced by The March of Time, directed by Louis De Rochemont and starring John Adair, John Summers, and Julia Kent. Distributed by RKO Radio Pictures. The ad has a nice image of the final shooting script of this movie.
