This is an original 1915 black and white halftone print of Theophile Delcasse, a French statesman and Diplomat, who organized colonies for the French Government in Africa and helped build the French navy. Delcasse was outspokenly anti-German, and was considered the most dangerous man for Germany in France by Kaiser Wilhelm.
