Frederick William Victor Albert of Prussia was the final Emperor of Germany and Prussian King. Wilhelm II often made his own diplomatic decisions and relied on his staff to implement World War I policies, while simultaneously ignoring the civilian government. Wilhelm II was an unsuccessful leader of the war, who lost military support and finally resigned in 1918 when he fled to exile in the Netherlands.
