This is an original 1921 color plate of U. S. Naval officers gathered around a conference table. Illustrated by artist E. R. Kullberg (artist signature in print, bottom right of image), this print also has a lovely border drawn by artist Franklin Booth (artist initials in print, bottom center).

Franklin Booth. (1874 - 1948) Born and raised in Indiana, he was primarily an ink and a pen artist. He was known for his intricate decorative borders which include many fine lines and fanciful images.
